Weaknesses
- –Karth Veyl declined to sign the Concord at Year –282 and remains unsigned. The chair is kept for them. They have not sat down.
- –There is no named Speaker. Diplomatic instruments work but are passively maintained by Doormen and surface allies; nothing here is fast.
- –Surface visitors are admitted slowly. Wen Hua's three trust tiers — stranger, known, confidant — cannot be skipped. Players who attempt to hurry the relationship find it ends quickly.
- –Karth Veyl will not adjudicate between Vale and Tharazel. The convergence ritual is supported but not advocated.
